RAIM

There is a lack of structures and cooperation mechanisms when implementing data-based mobility offers with several actors - RAIM is a tool for planning and implementing these kinds of projects.

RAIM is:

  • a holistic concept to enable an effective and efficient cooperation between the different actors.
  • a support for all providers of data-based services in the mobility sector for the cooperation at a contractual, organisational and technical level.
  • the definition of terms, standards, processes, responsibilities, data and communication flows.

The aim of this project is the natural and widely spread use of RAIM when implementing new data-based mobility offers with several actors.

Project goal

In 2017 multiple providers of shared bicycles entered the German market. The fleets were mostly distributed without regulation, communication, and cooperation by and with the concerned cities. In 2019 the same scenario repeated itself with shared electric scooters. The lack of cooperation and communication in these scenarios are model examples for the necessity of a product like RAIM. It is a regulatory framework for intelligent mobility services in Germany that satisfies the need for coordination, bringing the different actors of mobility together and enabling seamless communication between them.

To this day, the use of RAIM is limited, due to initial hurdles that seem too high to overcome. The overall project goal is the widely spread and natural use of RAIM and architectures for intelligent mobility services throughout the sector. This will lead to a more efficient communication between actors, such as sharing providers, public transport providers, city administrations, parking managers, app developers and navigation providers. Clearly distributed responsibilities in the operation of mobility services prevent uncontrolled and unregulated market launch of new mobility services like in 2017 and 2019.

Results

The first result in the RAIM project will be the identification of concerned actors and the creation of a database of stakeholders. To determine obstacles and to find possible motivation, a stakeholder consultation will be performed, in form of a workshop and interviews. Having determined the reasons of the insufficient use of RAIM and ITS architecture, a dissemination strategy will be developed. It will include materials for marketing and promotion of the benefits of the use of RAIM and ITS architecture. The dissemination strategy will be applied to reach out to relevant actors in the mobility sector. A website will be developed as a broadly available and easily accessible introduction to the use of RAIM. An additional tool will assist potential users in the development of ITS architectures. Feedback will be gathered through a platform embedded on the website. The final report in the end of the project term will summarize the measures taken throughout the project duration as well as their respective impact.

Role of Rupprecht Consult

We will perform the initial search for the relevant stakeholders as well as their consultation to precisely understand the initial hurdles for the use of RAIM. We will furthermore assist in the development of a dissemination strategy to boost the use of ITS architectures and RAIM. Once developed, the strategy will be applied. Different approaches of dissemination will be pursued to reach relevant actors of the mobility sectors. Our team promotes and informs about RAIM through Workshops, online content, other media, or events. We are also responsible for the continuous assessment and documentation of the impact of dissemination measures. The development of a website will summarize the advantages of the use of RAIM and ITS architectures, the steps to the development of an ITS architecture and offer the opportunity for users to submit feedback. We will analyse feedback and assure further processing.
