Development of an e-mobility strategy for the City of Rostock

Based on a 2011 resolution of Rostock's city parliament to establish an action plan for e-mobility and to work out an integrated intermodal e-mobility concept for the EU project ELMOS, the Hanseatic City of Rostock decided to develop a municipal e-mobility strategy with the support of an external consultant until December 2014. Electromobility is an important component of Rostock`s future transport system and was therefore supposed to be an integrated part of the Rostock Mobilitätsplan Zukunft MOPZ. The e-mobility strategy mainly dealt with solutions for e-cars, but possibilities of electromobility in freight and public transport were considered as well.
First of all, the local initial local situation and specific framework conditions were examined. In a SWOT analysis, a profile of strengths and weaknesses was developed, target groups analysed and potentials estimated. The results of the status quo analysis were taken as a basis for the development of models, visions, major areas of action as well as for the final e-mobility strategy and action plan.
In close cooperation with the project steering group and the local actors, possibilities for action, concepts and ideas were developed during meetings and e-mobility fora. Our office acted as independent consultant in an advisory and impulse-providing role.
