EU Support for Promoting Sustainable Urban Mobility in Turkish Cities

The project “EU Support for Promoting Sustainable Urban Mobility in Turkish Cities” is aiming at promoting Sustainable Urban Mobility practices across the country over a total period of 36 months. The project is part of the country’s accession efforts to align its national policy, institutional and regulatory frameworks to those of the EU. Within the project, our consortium will: 

  • support the communication and policy dialogue on sustainable urban mobility among Turkish stakeholders, 
  • build capacities among planners and decision-makers for strategic, integrated planning and for sustainable mobility policy solutions, 
  • enhance the visibility of sustainable urban mobility through the promotion of the European Mobility Week in Turkey. 

During the project lifetime, a team of international and local experts will assist the Union of Turkish Municipalities, which gathers the almost 1400 municipalities of the country under one roof, in their endeavours of creating the conditions for a more sustainable and carbon-free mobility system in Turkish cities.

Project goal

The project is aiming at:

  • promoting a shift from individual transport to sustainable, accessible, and inclusive modes of sustainable urban mobility, at both national and urban levels,
  • supporting the policy dialogue at national and local level to create the basis for the nation-wide uptake of the SUMP concept, 
  • enhancing capacity building of Turkish municipalities on sustainable urban mobility,
  • supporting the Union of Turkish Municipalities in planning successful campaigns in the framework of the European Mobility Week.  

Results

The most relevant project results are the following:

  • a White Policy Paper addressing the national government level, including recommendations for improved legislation and an action plan
  • a country-wide capacity building programme for city practitioners on key aspects of sustainable urban mobility planning
  • an online repository of freely available and ready-to-use SUMP guiding documents and handbooks, translated in Turkish language.
  • continuous support to the planning and organisation of public campaigns in the framework of European Mobility Week.  

Role of Rupprecht Consult

Rupprecht Consult is the project coordinator and responsible for Component 2. Capacity building, which includes the elaboration of a training needs assessment and a training programme, as well as the delivery of these physical and online trainings. Additionally, Rupprecht supports Activity 2.3, the development of a study visit programme to European best practice experiences in terms of sustaina-ble urban mobility planning, supports activity 1.2 Permanent policy dialogue between project stakeholders and with European counterparts, and facilitates the knowledge sharing by facilitating the translation of relevant SUMP guidance documents available on www.eltis.org to Turkish.
