SUMP Poltava & Zhytomyr

Development of Sustainable Urban Mobility Plans (SUMPs) and related infrastructure projects in the Ukrainian cities Poltava and Zhytomyr.

Developed in the framework of the project "Integrated Urban Development in Ukraine", implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and financed by the Governments of the Federal Republic of Germany and the Swiss Confederation.

Project goal

The project aimed at improving the local capacities for integrated mobility planning and implementation. An integrated and participative mobility planning process was conducted in Poltawa and Schytomyr that results in SUMPs in both cities. The planning processes helped advancing public transport, walking and cycling as well as mobility management and now serve as model processes applicable to other Ukrainian cities.

Results

At the end of the project, SUMPs have been developed in both cities that prioritise investments in mobility measures. Based on the plans, an infrastructure project has been implemented in both Poltava and Zhytomyr.

Role of Rupprecht Consult

We were responsible of the following components:

  • Development of SUMP goals, objectives and indicators
  • SUMP expert providing backstopping for several stages of the planning process:
    • strategy and public participation
    • technical planning, modelling and data collection
  • Development of a methodology for multi-criteria analysis
  • Development and implementation of a capacity building programme for the city administration
  • Management of short-term mobility experts who support the SUMP development locally
  • Supervision of development of implementation plan and monitoring concept
