PAV was a project funded by Interreg NSR. It assisted cities in developing sustainable spatial planning strategies that incorporated AVs. In addition to collaborating with partner cities, PAV also supported other local authorities in integrating autonomous mobility by providing accessible knowledge and methodology.

Autonomous vehicles (AVs) have the potential to dramatically transform our travel experiences and surroundings. While many European cities have already begun experimenting with autonomous mobility, most current discussions focus on the technology itself and its potential social and environmental impact. However, without proper integration of AVs into a city's spatial planning, it is likely that they will not be able to fulfill their promised potential.
PAV aimed to promote the adoption of electric shared autonomous vehicles (AVs) by developing green transport and spatial planning strategies. PAV connected four local/transport authorities, four knowledge groups, and three network organizations to:
- Develop and enhance green transport and spatial planning strategies for the four participating local and transport authorities.
- Produce a publicly available series of expert analyses on the socio-economic impact of AVs.
- Create an open and scalable innovation community connecting cities/regions and knowledge providers on AV.
- Implement 4 urban/regional AV pilots, integrated with other existing transport modes, by PAV partner local transport authorities: HITRANS (UK), Hannover Region (DE), Almere (NL), and Varberg (SE).
Four PAV pilots were running in the North Sea Region to test how AVs interact with existing transport modes and end-users - the experiences from these four different sites will contribute to discussions around how Europe can effectively implement autonomous mobility. The PAV partnership included one transport authority, three local authorities, four knowledge centers, and four network organizations to ensure no stakeholders were left out of the discussion.
Our company provided guidance to PAV's partner cities and regions to develop green transport and spatial planning strategies that include autonomous vehicles. We based this guidance on local stakeholder consultation and lessons learned from implemented AV pilots. Using these experiences, we created a handbook for urban automated mobility planning, which follows the EU-SUMP guidelines for improving Sustainable Urban Mobility Planning and the Practitioner Briefing on Road-vehicle automation in SUMP, both documents authored by our experts.
