BEMPs

The JRC developed EMAS Sectoral Reference Documents (SRDs) on best environmental management practice (BEMP).

Project goal

BEMPs describe best practices, for a given sector, in the improvement of environmental performance implemented throughout Europe. They also provide environmental performance indicators and benchmark of excellence that organisations can use to monitor their progress and benchmark their performance.

Rupprecht Consult was contracted to provide BEMPs on:

  • Walking and cycling (written by Koucky & Partners)
  • Fostering multimodality
  • Urban freight consolidation centres
  • Implementing a congestion charge
  • Implementing a large CarSharing scheme
  • Integrated ticketing for public transport
  • Limiting (free) parking spaces.

This activity is part of the European Commission's work to implement the EU Eco-Management and Audit Scheme (EMAS), a voluntary framework for companies and other organisations to evaluate, report and improve their environmental performance. Within this framework, the EU decided in 2009 to promote best environmental management practice, by developing Sectoral Reference Documents

These documents on best environmental management practice are aimed at supporting environmental improvement efforts of all actors within the sector they address. They are not only for EMAS registered organisations, but for all those who intend to improve their environmental performance, with or without a formal environmental management system.

Results

BEMPs are meant to assist practitioners as source of inspiration about how to improve the environmental performance of their operations. Originally, they were produced with private business in mind but more recently, the BEMP target audience got expanded to also include public authorities. This is also the case of the BEMPs on sustainable mobility. These documents provide crucial information for public authorities at the city level to improve the environmental, but also the social, conditions of transport and mobility in a municipality as far as these issues fall within a municipality’s remit.

Sole contract partner with the European Commission’s Joint Research Centre for the above mentioned seven BEMPs.
