In this project, we are developing an evaluation methodology to compare on-demand services with conventional scheduled services. We are analyzing all on-demand services in Germany to assess their quality, as well as the acceptance and utilization of these services. The findings will serve as a foundation for future improvements in local public transport. The client is the Federal Institute for Research on Building, Urban Affairs, and Spatial Development (BBSR), whose core tasks are the creation of information bases, the preparation of reports, research management and support, committee work, and the transfer of results in the areas of spatial and urban development as well as housing, real estate, and construction.

The project aims to bridge the gap in analyzing on-demand transport and fully leverage its potential. The goal is not only to assess the service quality but also to study the acceptance and usage of these services.
Various on-demand transport services are systematically gathered and analyzed to compare them with traditional scheduled public transport services in Germany. A key part of the project is developing a standardized method for evaluating these services. Using a specially designed decision support tool, local authorities and regions in Germany will be able to assess and enhance their transport services, including on-demand services, comparatively.
These measures are intended to improve the quality of local public transport services and to promote the nationwide adoption of innovative and sustainable mobility solutions. Additionally, they will establish a solid foundation for future decision-making in local public transport.
Rupprecht Consult is tasked with conducting a comprehensive analysis and optimization of on-demand transport, including usage profiles, influential factors, and best practices. They are also responsible for developing a comparison methodology for evaluating the service quality of on-demand transport versus timetable-based public transport, and for project management in collaboration with Trapico.
