The project is strongly linked with the Cities Mission goals, in tandem with its sister-project SPINE, and supports the transition towards zero-emission mobility as the core of climate-neutral mobility by 2030.
UPPER will put the Public Transport at the centre of the mobility ecosystem by implementing a combination of 84 push and pull measures, acting on the 5 innovation axes that condition users’ choices: mindset and culture, urban mobility planning, mobility services ecosystem, road network management and democratic governance.
These measures will act in 4 different timescales (from shorter to longer-term): communication, operations, infrastructure and urban fabric. UPPER measures will be supported by the UPPER Measures Implementation Support Toolkit (U-TWIN, U-SIM, U-NEED, U-GOV, U-KNOW, U-TRANSFER and U-SUMP) and demonstrated in the 5+5 UPPER living labs and twinning sites, with the overall target of increasing the use of public transport by >30% and the user satisfaction by >25%, leaving nobody behind in the process. This integrated and holistic approach will ease the cooperation among authorities and operators, offer a physical and digital environment to test the measures, update the existing SUMPs, optimise the PT offer in line with user needs and patterns, involve the users in the overall mobility decision chain, trigger the behavioural change in favour of Public Transport and achieve an attractive, efficient, reliable, safe, inclusive and affordable Public Transport system in line with the concept of Mobility as a Right (MaaR).
A big spotlight in UPPER will be on participative governance and involving citizens, ensuring decisions are made in concert with and cater to the needs of different target groups.
UPPER will support ten European cities to implement a set of over 80 measures targeting urban mobilty, that will aim to push people out of private cars and to pull them closer to public transport. The measures target an increase in the modal share in favour of public transport and will cover different market segments.
An important part of UPPER in supporting the implementation measure is the development of a set of seven different tools, called the U-tools, that will support different aspects of sustainable urban mobility development. The tools are: U-TWIN, U-SUMP, U-SIM, U-GOV, U-NEED, U-KNOW, and U-TRANSFER.
As leader of one of the most important work packages of the project, in which three of the seven U-tools will be developed, Rupprecht Consult has a critical role in ensuring the successful achievement of UPPER's goal and objectives. The U-SUMP tool development will be led directly by our company.
U-SUMP is a monitoring and decision-support tool, targeted at public transport planners, transport authorities, and policy makers, that will help users analyse unstructured data, thus helping overcome the negative effect of "data silos". The tool is designed in the form of a dashboard solution that supports the assessment of the status of climate-neutrality goals from the sustainable urban mobility perspective. The SUMI indicators will constitute the base of the assessment system.
