UMI Support Services

With this project, Rupprecht Consult supports DG MOVE of the European Commission in their consultation process with citizens and stakeholders about the new "Urban Mobility Initiative" (UMI). This is a strategic document that will define the priorities of the European Commission for years to come in the area of sustainable urban mobility. UMI will then replace the "Urban Mobility Package" which was issued in 2013. Rupprecht Consult supports this consultation by co-developing workshops and by analysing and summarising the results of an online consultation process, both its qualitative and quantitative components.

Project goal

The European Commission has recently adopted its "Sustainable and Smart Mobility Strategy". Its objective is to meet the targets of the European Green Deal, primarily the aim to reduce transport-related greenhouse gas emissions by 90% by 2050.

This strategy needs to be made more concrete and more specific with regard to mobility in cities. A related policy document with the name "Urban Mobility Initiative" (UMI) is being developed (as of mid-2021) with an expected release date in late 2021.

UMI will help the EU to build on its 2013 "Urban Mobility Package" and to meet its 2050 climate target. It proposes measures to encourage EU countries to develop urban transport systems that are safe, accessible, inclusive, affordable, smart, resilient and emission-free.

The European Commission does not, of course, develop this strategy behind closed doors. On the contrary, it wants to listen to a broad range of citizens and stakeholders from across Europe. For this purpose, it has launched an intensive consultation process, consisting of several workshops, the opportunity to submit position papers and an online survey.

The following workshops were held:

  • 14 June 2021: Consultation workshop for representatives of the Committee of the Regions
  • 15 June 2021: Consultation workshop for representatives of the Member States Expert Group on Urban Mobility (EGUM)
  • 21 June 2021: Consultation workshop on urban freight transport and logistics
  • 24 June 2021: Consultation workshop on Sustainable Urban Mobility Plans (SUMPs) and Mobility Management
  • 28 June 2021: Consultation workshop on Urban Vehicle Access Regulations (UVARs)

Results

The project will provide the European Commission with a condensed version of all stakeholders' inputs so that it can further develop the draft UMI into a final version that takes on board the views, concerns and suggestions of a wide range of European citizens and organisations.

Role of Rupprecht Consult

Rupprecht Consult supports this consultation process in two phases, first by co-developing workshops and by summarising their results. Second, Rupprecht Consult is developing and following a clear methodology to analyse qualitatively and quantitatively the data received during the consultation process, which includes workshops reports, position papers and survey answers. We then compile the result of the analysis into a final report.
