CiViTAS CAPITAL

CAPITAL capitalised systematically on the results of CIVITAS and created an effective "value chain" for urban mobility Innovation.

CAPITAL initiated and supported a mainstreaming process of CIVITIAS principles based on a strengthened community of stakeholders. CAPITAL helped CIVITAS to build the bridge towards a more advanced identity within Horizon 2020. It helped to create a more structured link with large-scale deployment in support of Transport White Paper goals.

Project Goal

Civitas Capital aimed at:

  • pooling existing knowledge through groups dedicated to specific topics to produce best-practice guides;
  • issuing recommendations on future R&D priorities which the Commission aimed at integrating in the 2014–2020 research programme;
  • developing training packages and organising placement and exchange of urban mobility professionals — around 500 professionals were to be be trained or offered a placement;
  • managing an activity fund of close to €500,000 to support the transfer of measures to other cities, allowing more cities to implement successful urban mobility measures;
  • creating five additional national and regional networks and continuing to manage the five existing ones — these networks increase the dissemination of know-how and best practice within their language group or geographical group;
  • developing a knowledge centre that was made available to all stakeholders through the Civitas website — a one-stop-shop where all material produced for and by Civitas was made available to all, for learning and reapplication.

Results

CAPITAL played a key role in the consolidation and integration of existing CIVITAS related activities and helped bring the initiative in line with the current policy priorities, positioning CIVITAS in optimal conditions to achieve highly visible and relevant impacts. This involved:

  • Capitalising on CIVITAS achievements by identifying what CIVITAS has achieved so far in terms of local impact and European outreach, as well as defining the “best” of the “good practices” of CIVITAS (i.e. effective and transferable solutions delivering policy aims).
  • Developing the CIVITAS community by identifying additional key players to be involved and developing strategies to connect them more effectively at both the European and national levels.
  • Stimulating transport innovation through capitalising on over a decade of CIVITAS results to further enhance practical local take-up in more cities.
  • A comprehensive training programme that channelled CIVITAS results into dedicated training and placement opportunities: The training methodology involved reflective observations on CIVITAS experience being translated into concrete conceptualisation, followed by active experimentation in further CIVITAS activities. Strategic, pedagogical, and thematic insights gained from the training programme were assimilated as CAPITAL progressed and were collected in a summary report at the end of the project.
  • Four competitive Activity Fund calls: Through the Activity Fund, CAPITAL facilitated the integration of previous CIVITAS experience and knowledge through the support of take-up activities. Over the course of CAPITAL, a plan for financing and monitoring activities was developed and four competitive Activity Fund calls were run, in addition to annual CIVINET-internal Activity Fund calls. Results of the activities conveyed that in many circumstances the co-funded projects were a first step towards policy changes, larger implementation, or continuing cooperation with another city.
  • Providing a bridge to the future EU research and innovation programmes by identifying which elements are needed (incl. research, demonstration, regulatory framework, etc.) to deliver the EU high-level aims in the field of urban transport and mobility, especially with regard the Transport White Paper and Urban Mobility Package.

 

The CIVITAS CAPITAL work plan involved a complex combination of knowledge consolidation and expert advice, training and capacity building programmes, take-up actions, management of a funding mechanism and the establishment of national/regional CIVITAS networks.
