FLOW

Furthering less congestion by creating opportunities for more walking and cycling

The FLOW project is working towards achieving a paradigm shift in the ways cities, businesses and decision-makers think about – and act on – the potential for non-motorised transport to reduce urban congestion. FLOW aims to put walking and cycling on an equal footing with motorised modes by developing a user-friendly methodology to assess the effectiveness of walking and cycling measures in addressing this pervasive urban challenge. FLOW partner cities will pilot an assessment tool that looks at the congestion impact of walking and cycling measures as well as improved transport modelling simulation tools in order to develop implementation scenarios and action plans to add or upscale cycling and walking measures shown to reduce congestion. To effectively communicate the project’s results and maximise its impact, FLOW will tailor materials and key messages to its three target audiences: cities, businesses and decision makers.

Project Goal

FLOW will be the first project explicitly linking walking and cycling with congestion reduction. The project takes a trans-disciplinary approach to congestion reduction, and aims to create and implement a new state-of-the-art by integrating the FLOW methodology and congestion assessment tools into the current standard transport impact analysis process. Its objectives are:

  • To define the role of walking and (safe) cycling in congestion reduction;
  • To develop and apply tools for assessing the congestion-busting impacts of various walking and cycling measures;
  • To demonstrate and assess the congestion busting impact of walking and cycling;
  • To actively support take-up of congestion busting measures by public administrations;
  • To increase awareness of the congestion busting potential of walking and cycling;
  • To foster the market for new walking and cycling products and services for congestion busting;
  • To communicate congestion busting facts of walking and cycling.

Results

Six FLOW Partner Cities (Budapest, Dublin, Gdynia, Lisbon, Munich, Sofia) will apply the transport simulation models developed in the project; these analyses and models are expected to become lighthouse examples for other cities. FLOW will also enable the private sector (especially major urban transport consulting and planning companies) to take an active role in innovative congestion reduction by integrating walking and cycling measures in the congestion-related products and services they offer. Building on these results, the tangible outputs of FLOW will include:

  • A portfolio of walking and cycling measures relevant for congestion reduction
  • A conceptual framework on the role of walking and cycling in congestion reduction strategies
  • Revised calibration of existing transport modelling software to more accurately reflect walking and cycling as urban transport modes and a user-friendly tool to help cities evaluate the impacts of walking and cycling measures on congestion
  • Implementation scenarios in 6 FLOW partner cities
  • FLOW Implementers’ Guide to assessing and implementing congestion busting walking and cycling measures
  • Roadmaps for congestion busting walking and cycling measures in 9 FLOW Exchange Cities
  • Webinars on the FLOW methodology, congestion busting measures and cycling and walking measures as a means of congestion reduction
  • An online learning course on integrating walking and cycling into transport modelling
  • FLOW “Congestion Quick Facts for Decision Makers” and a video presenting modelling and simulations from the FLOW cities for the layperson
  • An online Congestion Busting Catalogue of walking- and cycling-related products and services that have the potential to reduce congestion
  • A roadmap to creating a Congestion Busting Market

Role of Rupprecht Consult

Rupprecht Consult is the Project Coordinator and is responsible for FLOW’s administrative and financial management. Rupprecht Consult is also responsible for implementation scenarios and take-up for congestion busting measures in FLOW (work package 3) and will provide technical support in implementation for the cities of Munich (Germany) and Lisbon (Portugal), and is also responsible for training, exchange and network building (work package 4).
