Status

A National Report from the United Kingdom on the Implementation of (2002/413/EC) Recommendation the European Parliament and of the Council, of 3 May 2002, concerning the Implementation of Integrated Coastal Zone Management in Europe was officially submitted to the European Commission on 31 March 2006 by the Department for Environment, Food and Rural Affairs (DEFRA). The report brings together the experience to-date of the UK as a whole in implementing the Recommendation on ICZM.

The United Kingdom is a unique case, as the arrangements for the management of coastal areas throughout the UK are complex. The UK Parliament, in 1999, created a new legal framework for the management of coastal areas in its delegation of powers to democratic bodies in Scotland, Wales and Northern Ireland. The different administrations within the UK have, over the years, taken ICZM policy forward individually, with tailored solutions to their own diverse coastlines and differing terrestrial and marine planning systems. Such tailored practice in coastal management has been important in ensuring good practice.

In addition to the main UK report, a full set of set of strategies, in differing stages of development, were also therefore submitted for consideration in this evaluation for England, Wales, Scotland and Northern Ireland.

DEFRA is committed to achieving a strategic framework for ICZM, based on a common set of guiding principles, which recognizes UK-wide policy objectives, but which can be applied in a flexible manner according to local needs within each administration. In addition to implementing the individual strategies within England, Scotland, Wales and Northern Ireland, action will be taken at the UK level to achieve the aims of ICZM.

The Department of the Environment in Northern Ireland is responsible for leading on the ICZM Strategy for Northern Ireland, adhering to the ICZM principles and has developed over 50 objectives relating to the three pillars of sustainable development as well several on integration. It is foreseen to create a coastal forum during 2006 to oversee the implementation of the strategy and take forward coastal issues. Closer links with colleagues in the Republic of Ireland are intended to address island-wide coastal issues. The Northern Ireland draft strategy has been subject to formal consultation.

The Welsh Assembly Government is responsible for preparing a strategy on ICZM for Wales (currently in draft), intended to help embed ICZM principles into relevant policies and programmes at the all Wales and local levels. There are a number of good examples of ICZM principles being put into practice in Wales to which the draft strategy aims to build on. The draft strategy has been prepared in conjunction with the Wales Coastal and Maritime Partnership (grouping of public, business and voluntary sector organisations with direct interest in the coast of Wales). The draft has been issued for public consultation by the Assembly Government and will then be finalised for publication in mid-2006.

The Scottish Executive, in 2004, consulted widely on developing a strategy for Scotland's coasts and seas. In September 2005, they published a strategy for the long-term sustainability of Scotland's coasts and seas (Seas the Opportunity, link below). The strategy drew on the views received as part of the consultation, as well as on work done by the Scottish Coastal Forum and Scottish Biodiversity Forum. It laid out a clear vision for the Scottish Coasts and Seas, underpinned by high level objectives and specific action-focused targets. It is being developed and taken forward by a Minister-chaired Advisory Group.

The Department for Environment, Food and Rural Affairs is currently preparing proposals on how ICZM might be promoted throughout England. These proposals, which will stress specifically the issue consistently around the coastline, and how the current management systems on land might be harmonised with any new proposals at sea, will be published shortly for consultation with the public. The development of these proposals is being taken forward in the context of wider work to consider new primary legislative proposals for the marine area.
